Relaxation & Exemption for Transshipment of Certain Goods in Malaysian Ports

Just a couple of days ago, the announcements regarding several changes following their discussion on the relaxation of import permit and exemption of approval involving transshipment of certain goods. We would like to highlight and share with you the changes that have been implemented.


1. Relaxation of Requirement for Import Permit for the import of Agricultural / Animal / Fish Products as Transshipment at all Ports except for Sabah and Sarawak

This new ruling by MAQIS gives relaxation to those who are importing the said category of goods transshipment and the stated goods should exit again from the country. This relaxation, however, is based on the following conditions:

  1. Transshipment involves full container load (FCL) only

  2. Transshipment manifest (K6) must be submitted with comprehensive and detailed information

  3. No change of transshipment to import

  4. No change of transshipment container to less than container load (LCL)

  5. Only closed container with ‘seal tag’ from the relevant country is allowed

2. Relaxation of Requirement for Import Permit for the import of Construction Products as Transshipment at all Ports except for Sabah and Sarawak

This new ruling by MITI gives relaxation to companies who are importing any of the 74 items under the Customs (Prohibition of Imports) Order 2017. The relaxation, however, is based on the following:

  1. Transshipment involves full container load (FCL) only

  2. Transshipment manifest (K6) must be submitted with all the details and relevant information

  3. No change of transshipment to import

  4. No change of transshipment container to less than container load (LCL)

  5. Only closed container with ‘seal tag’ from the relevant country is allowed

3. Exemption for Approval for Food Consignments and Packed Food under Items 35, 61 and 62 of Customs Orders (Prohibition of Imports 2017 for Transshipment Activity of Full Container Load)

The Food Security and Quality Division has agreed upon the outcome that the need for approval and permit for FCL Transshipment consignments should be exempted based on the following conditions:

  1. Transshipment involving full container load (FCL) for sea mode only

  2. Transshipment manifest must be submitted with comprehensive details

  3. Transshipment status of FCL is not changed to Import or LCL
